Tom Minor brings in with a record that manages to be both an infectious slogan chant and a masterclass in musical shape-shifting. His new single, “Bureau of Change,” released via Overreaction Records, is a fascinating slice of tragi-comical relief. In less than four minutes, Minor pulls off a spectacular aural heist, seamlessly morphing indie rock into two-tone, pivoting into tango, diving into bolero, and swinging back around without ever losing its balance.

Produced by the sharp-eared Teaboy Palmer, the track is anchored by a cool, short-breathed vocal tone that locks perfectly into an orderly illogical harmony of instrumentation. It behaves like a modern gospel sermon preached in simple, accessible terms. While his previous single, “Change It!”, stood as an eloquent anthem for personal transformation, “Bureau of Change” shifts the lens toward the systemic. This time, Minor targets the empty promises of progress handed down by the oligarchical powers that be, exposing the short-changing disguised as modern advancement.

Lyrically, the track hits with a brilliant barrow-boy gangster pop grit. Minor sets the stage early, chanting, “We are the bureau of change / And we at the bureau of change / Firmly believe: you need change.” He masterfully juxtaposes political critique with street-level imagery, warning the listener that “the penny’s prone to drop from the flogged horse’s mouth.” The track builds to a biting climax, delivering a reality check to anyone bowing to the corporate suits before closing on a definitive, theatrical “Gotcha!”

Clocking in at exactly three minutes and forty seconds, “Bureau of Change” manages to feel incredibly massive yet deeply intimate.
